Announcement of shortlisted bidders for providing community and out of hours services in Whitby and surrounding area
NHS Hambleton, Richmondshire and Whitby Clinical Commissioning Group (HRW CCG) has today announced the shortlisted bidders entering the second stage of the process to select a provider of community and out of hours services in Whitby and the surrounding area.
Following an extensive period of market engagement, a formal procurement process was launched on 19 August 2014 where all interested providers were invited to join the pre-qualification phase with the intention of identifying a shortlist of qualified potential bidders.
Providers were rigorously assessed on their likely ability to meet the needs of the local community in Whitby and the surrounding area and as a result, three organisations have been invited to proceed to the next stage. These organisations are (in alphabetical order): Humber NHS Foundation Trust, Northern Doctors Urgent Care and Virgin Care Services.
These three organisations will now go through challenging evaluations and assessments in the coming months before a preferred bidder is identified. The CCG anticipate that the successful provider will be in place and delivering services from 1 July 2015.
The redevelopment of Whitby Community Hospital is another major project that the CCG is delivering as part of its Fit 4 the Future Programme, and together with the selection of a new service provider, this will transform local healthcare for the residents of Whitby and the surrounding area. The CCG is currently talking with the local community about options for the redevelopment of the Hospital.

in-depth, robust and legally compliant process to ensure that the organisation who is awarded the contract can really deliver against the very high quality targets we have set.”
“Over the past couple of years we’ve spoken with many people in Whitby and the surrounding area to understand their views about local healthcare. These opinions have been built into our Vision for what we would like to be provided. We are now looking forward to working with the shortlisted bidders to understand more fully how they would deliver those services within the budget we have set and, more importantly, how the local community will benefit from enhanced services and how patients will receive high quality care.”
The CCG is bound by European law to advertise contracts and open up the process to all interested and competent organisations.
The contract value is in the region of £6million per annum
The contract being awarded is for seven years to allow stability for the local community and for the successful party to deliver improvements in the quality of services provided.
As per TUPE (Transfer of Undertakings Protection of Employment) regulations and NHS terms and conditions any new provider has a duty to transfer existing staff under their current terms and conditions.
